Abstract

The purpose of this research is to provide additional knowledge related to the role of the Village Consultative Body in drafting Village Regulations until they are established as Village Regulations. This research method uses empirical juridical research. Through this research the researcher offers that the Village Consultative Body is an important part in making Village Regulations. The Village Government is the key to the success of the advanced society in the national government system, the Village Government has a very significant role in managing social processes in the community. The main task that must be carried out by the Village Government is how to create a democratic life, and provide good social services, so that it can bring its citizens to a prosperous, peaceful, safe and fair life. In practice the Village Consultative Body is less effective because it feels that the Village Head is one level above the Village Consultative Body. The Village Consultative Body and the Village Head are a parallel government system that supervises and corrects each other as well as both are mandates from the community. The Village Consultative Body is the holder and full implementation of the sovereignty of the village community. Like research conducted by Erga Yuhandra on issues concerning the authority of the Village Consultative Body in carrying out the legislative function, this journal analyzes the role of the Village Consultative Body in carrying out the legislative functions that are running less effectively. In this study, it can be concluded that the role of the Sidorejo Village Consultative Body in making the Village Regulation Draft until it is stipulated to be a Village Regulation is good enough, because the BPD plays a role in accordance with Law No. 6 of 2014 concerning Villages. However, in carrying out their duties in drafting Village Regulations until they are stipulated as Village Regulations, the Village Consultative Body of Sidorejo has several obstacles which to date have not been overcome, such as those related to Communication, Financial and Legal Drafting.
