Abstract

System and ceremonial religious are one of the elements of a diverse society in Indonesia, part of the cultural configuration focused on religious values and norms that affect behavior in the implementation of religious ceremonies. These cultural differences are integrated into Bhinneka Tunggal Ika and guaranteed in Article 28E paragraph (1) and Article 29 paragraph (2) Indonesia Constitution UUD NRI 1945. This matter confirms that the Indonesian state with the legal system has given the freedom to every citizen to worship using procedures according to the culture of each region. The concept of ‘Godhead’ from the first precepts of Pancasila is the concept of 'Cultivated Divinity' not 'institutional religion'. This concept of ‘Cultivated Godhead’ has openness and acceptance towards religious tastes that are plural, spread, and live in the hearts of the Indonesian society. This research was conducted using socio-legal methods, data is collected from every religion and belief that lives in Indonesian society. Social processes including social change, are factors that influence behavior in various aspects in society especially religion. There needs to be an awareness of cultural diversity that complements the dynamics in religious norms, so that harmony reaches in the heterogeneous life of Indonesian society, through the inculturation of religion and belief in Indonesia.
