Abstract
1945 Constitution after the 4th amendments, has set about the State Institutions,strating from Article 2 to Article 24 by considering the changes in the structure of state institutions, because the Peoples Consultative Assembly as an institution is no longer,the Supreme State but the parallel with the President, the House of Representatives, CPC, MA, Constitutional Court; as well as its authority. The provisions of Article 2 paragraph (1), Article 22 C and Article 22 D of 1945 constitution shows as if Indonesia system of two chambers (Bicameral), which is generally adopted by the State in the form of federation or union like the United States Representatives of the people as the holder of sovereignty incorporated in the People's Consultative Assembly who actually have a different authority with the authority in the 1945 Constitution before the amendment or alteration of up to 4 (four) times.
